Stimulus package bribes universities to deny religious groups use of university

The stimulus bill has this bizarre rules regarding religion.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech.

An excerpt, yes. Out of context? No.

Those two clauses, out of a total of Five, are the first two in the First Amendment. They have a reason, a purpose for being present, and a meaning.

Let us suppose for a moment, that I am an elected offal, err official. I took an oath, whereupon I swore to uphold and defend the Constitution against all enemies foreign and domestic.

Let us further suppose that I, as said elected offal, presented a bill, that restricted ones right to engage in any type of religious anything, in the name of Separation of Church and State. An oxymoron? Or do I miss a crucial point here? What of Freedom of Speech? Do not the first two clauses go hand in hand? If I restrict one, do I not restrict the other?
